This is a Carlson model MTT-1 Electronic
Tester for torsion springs. It powers up, and as far as I know
it does what it is intended to do. You can test all kinds of
torsion springs with this. The chuck holds a user-supplied arbor
to fit the inside of the spring, or if necessary you can fabricate
special holding devices to suit special needs. The "tailstock"
carries a degree ring so you can test spring force against angular
deflection. |

This closeup shows the device set
up to test a small spring. Notice the light surface rust from
sitting on a shelf for a couple years. |
